Breather for property tax payers

The recent declaration of BBMP to retain SAS values for tax calculation and not increasing the rate has come has a sigh of relief to the tax payers.

The recent property tax rate and method declaration by the Bruhat Bengaluru Mahanagar Palike (BBMP) has put a stop to the ongoing confusion of the tax calculation. The BBMP has declared the property tax calculation pattern and has decided to retain the old Self Assessment (SAS) values for the calculation of taxes. Also, now the earlier declared 20 per cent increase in the rate has been terminated, leaving citizens with a sigh of relief.

So, if you want to know exactly how much you have to pay as property tax, then visit BBMP's website and go to its property tax calculator.

Ward number

Next, you need to know your ward number. Keep this handy.

Locate your tax zone

Next, you need to locate the tax zone (A-F), your specific street or locality falls under your ward. This is based on the 'development' level of your locality or street.

Use this zone finder below. Find the zone PDF for your ward number on the right hand side column. This will open the PDF in which you will find the streets in your ward. Locate the tax zone there, it will be one of A to F.

Now come back to the calculator

Fill in details about the type of house, tax zone, year of construction, area (in square feet), self occupied and tenanted. After all this is put, the calculator will give you results of how much tax you need to pay.

How and where to pay tax

Here's where you pay the tax:

-Citizens' Service Centers at BBMP head quarters
-Other Centers are the Public utility buildings in:
  • East zone- MG Road
  • West zone- Malleswaram
  • South zone- 2nd Block Jayangar (South Zone) and Sampige Road
-New offices added: [addresses are available yet with BBMP]
  • East zone- ward offices in Koramangala and Indiranagar
  • West zone- ward offices in Sanjaynagar and Industrial town
  • South zone- ward offices in Madiwala and RPC layout.

Here comes the toughest part, paying the taxes. The BBMP has set up four Citizens' Service Centers at its head office and its three zonal offices at the Public Utility Building, MG Road (East Zone), 2nd Block Jayanagar (South Zone) and Sampige Road, Malleswaram (West Zone). The Citizen's Service Centers are open on all working days in two shifts, from 9 AM to 12 PM and 4 PM to 7 PM. But the addresses of these ward offices are not available with the BBMP yet. According to BBMP Public Relations Officer, the ward office addresses will be finalized in a week's time.

The BBMP has also added six more (in addition to the existing ones) Citizens' Service Centers, two each in East, West and South zones. For the East zone, the new offices are the ward office in Koramangala and ward office of Indiranagar. For West zone, it is the ward office in Sanjaynagar and ward office in Industrial town. And for South zone you can visit the ward office in Madiwala and RPC Layout.

These centers are mainly to pay property tax, obtain birth and death certificates, submit applications for registration of Khatha and sanction of building plans and register their complaints/requests and suggestions about BBMP's services.

Well, you can get a rebate in the property tax if you pay it on time, that is, before 30 days from the date of notification.

Though BBMNP has about 146 wards the present map shows only 100 wards. What about others. Where they have to pay tax ? Any idea?

I haven't done the calculations yet, must find out whether the rates are the same..but you have saved me the hassle of going to the BBMP office and getting the booklet Supriya! Thank you very much.

I understand from your explanation that the ceiling of 20 % increase has been withdrawn. The decision of the tax collection has been fixed to the new system / values given / explained above.

Is one allowed to appeal, if the present tax exceeds 20% of the tax paid last year ? If so to whom it should be done and within what period ? In case of appeal, has the tax to be paid as per the new calculation OR paid just equal to the previous period ?

This is because an example calculated shows an increase of 36% - The present calculation is Rs.1685/- after 5% rebate, whereas the previous tax paid was only Rs.1240/- (Zone remains in E itself. Area is 1175 sft.[1125 RCC & 50 Sheet] Year of construction is 1960)

Please do not confuse people who are already confused. BBMP clearly says that if your Zone has jumped more than two levels up ( say from F to D), you may consider your Zone as E and not D.
I have paid my property tax on 9-5-2008 at Bangalore One and have a computer generated receipt which clearly say it is for FY-2008-2009. What do I do? Pay again?

I have pointed out a number of discrepencies between the application Form entries, OnLine Calculator and the issue of Final Receipt by BBMP. On the basis of my observations about an error in the Online calculator, BBMP has rectified subsequently. I have prepared a Format in Excel for calculation of Tax with details as required to be filled up in the application form specially for Apartment owners. I have forwarded this to the Commissioner also. New problems have been created by lack of knowledge and application of mind by the Help Centers in rejecting the cheques in which the tax amount is rounded up to the nearest Rupee.
This is all due to absence of responsible Revenue officials in the Help Centers . The clerical staff make hay and collect money in filling up the forms from gullible tax payers. Public had to pay to get the job done failing which the applications get rejected. My letters to the commissioner and other officials have not been acknowledged, leave alone action on points raised. The orders from the higher officials and their implementations at the working levels need supervision by responsible officials in all help centers throught the day. The timings of working also needs change. It should be from 9am to 1 pm and 2.30 to 6pm for the convenience of the public.

Hi Supriya,

Is a print out of the online tax calculator and a copy of the last receipt sufficient to make the payment, or do I still need the form to be filled etc? From the article, the payment part is not clear. I am in the US and not able to get that form now. Please help me solve this problem.
