Hi, I purchased a 1995 model car with RC expired just 2 two days ago. The car is in good shape-no major dents or scratches and looks good even today. I had taken the vehicle to RTO-Bangalore Central (Koramangala) to get RC renewed. The inspector examined my vehicle and not finding any reason to approve it (as I did not go through an agent), finally asked me to get the car painted showing few scratches on the body of the car. I would like to know if the renewal can be rejected for such a reason? Also, I have paid the green tax and other charges to be paid at the time of RC renewal to RTO-Bangalore Central. Would I get a clearance certificate so that I can transfer it to my jurisdictional RTO and get the RC renewed?

Govt. officials are not working for salary, but only for maligned returns and talk about all nonsense as they have powers. The correct procedure is that, the CC has to be obtained by the current legal owner and not the moral current owner. Hence by going by yourself for a CC is against norms and hence is taken for a ride.
An official has powers to reject with remarks such as it cannot withstand for 5 more years, and in case something happens in the meantime, he can be pulled up and hence rejected, as if they are accepting responsibilities for all the mishaps that are happening.
Please follow the laid rules and approach RTO on behalf of the seller to obtain Fitness & CC and as the purchaser for the transfer.

Though there is a feeling that office of RTO is filled with unfriendly corrupt people, my experience belies this. Last month my son took our Car to RTO, (Koramangala) for fitness certificate and got the same without any hassle. The inspector was very courteous and did all the required checks. Prior to taking to the RTO we had given thorough overhaul of the Car and got it ready in all aspects.
Prior to this I had been to RTO's Office a few times for different purposes like getting Driving License, Renewal of Driving License, Change of Ownership etc., I have not found any difficulty in accomplishing the purpose. Till date I have not paid any money or done any favour to any employee in RTO Office, for the services rendered by them.
